Partnerships in Injury Reduction (PIR) is a WCB Alberta program. Employers with a valid COR (or SECOR where accepted) who meet PIR requirements can receive a refund on WCB premiums. It is not a municipal tender document — but COR for PIR and COR for bidding overlap. Confirm current refund rules on wcb.ab.ca; percentages and eligibility change by policy year.
What PIR is — and is not
PIR rewards employers who participate in the COR system and maintain eligibility with WCB. It is a workers' compensation incentive, not a City of Calgary or City of Edmonton procurement program. Winning a municipal contract does not automatically mean a PIR refund, and a PIR refund does not replace WCB clearance on a bid.
Who qualifies?
Typically COR-certified employers in good standing with WCB who are enrolled in PIR as WCB defines it that year. Small employers on SECOR should verify whether their certificate type is accepted.

PIR vs what evaluators want
Evaluators want COR (when specified), WCB clearance, and insurance. Mentioning PIR in a methodology section does not satisfy a mandatory COR clause. Use PIR as a business reason to maintain COR, not as a bid attachment unless asked.
Is PIR a reason to get COR even if I do not bid municipally?
For some trades the premium refund helps pay for the safety system. Run the numbers with your broker and WCB account manager.
