Bonding Capacity for Small Contractors on Municipal Tenders

Bonding capacity is the aggregate surety limit a broker and surety company will support based on your financials, work on hand, and experience. Small contractors often discover the cap when a municipal ITT asks for 50% performance and payment bonds on a job larger than anything they have finished. Capacity is built over time — it is not a form you download.

How sureties set capacity

Underwriters look at working capital, equity, profitability, bank support, incomplete contracts, and whether you have completed similar work. A new numbered company with thin statements will not bond a $4M water main. Snow and grounds packages with low or no bonding are a more realistic first public-sector step.

Can I raise capacity before this season?

Sometimes, with reviewed financials, a bank line, and a conversation with a construction surety broker — not a personal-lines agent. Timelines are weeks to months, not overnight.

What if I joint-venture?

Some RFPs allow it; many municipal ITTs do not without pre-approval. Read eligibility. Do not invent a JV on closing day.

Bidding within capacity

Is a surety consent letter enough at bid time?

The tender says. Some want a bid bond; some want a letter of consent to provide performance security if awarded. Substituting one for the other fails the screen.
